Turkish Emissions Trading System Regulation published and in force

The TR ETS Regulation is in force; installations emitting more than 50,000 tonnes a year are now bound by verified reporting and allowance surrender deadlines.

    What happened

The Turkish Emissions Trading System (TR ETS) Regulation was published in Official Gazette No. 33353 of 27 August 2026 and entered into force the same day. The regulation sets out how the ETS established by Climate Law No. 7552 will operate and is the final version of the draft opened for comment in July 2025.

    Key provisions:

    • Scope: The ETS covers Category B installations (between 50,000 and 500,000 tonnes CO₂e a year) and Category C installations (above 500,000 tonnes CO₂e) carrying out the activities listed in Annex 1. Category A installations, with annual emissions of 50,000 tonnes or less, are out of scope.
    • Pilot period: The system starts with a pilot implementation period; its scope, duration and procedures are set by the Carbon Market Board.
    • Free allocation: Allocation is based on a sub-installation benchmark method; applications are due within 30 days of publication of the National Allocation Plan.
    • Monitoring, reporting, verification: The emissions report is submitted by 30 April each year and must be verified before it is sent to the Climate Change Presidency. Verifiers are assigned through MEDAS and must be accredited under ISO/IEC 17029.
    • Surrender: Allowances are surrendered by the last working day of November of the compliance year.
    • Carbon credits: Credits from projects within Türkiye's borders can be used for surrender, up to a share to be set by the Carbon Market Board.
    • Transition: Operators in the pilot period must submit their first Monitoring Methodology Plans within two months of entry into force; the Presidency can extend this deadline to up to six months.

    Who is affected

All installations carrying out Annex 1 activities with annual emissions above 50,000 tonnes CO₂e. Which sectors the pilot period covers was clarified after the regulation by Carbon Market Board decisions (pilot period scope). Natural gas and crude oil transmission and storage activities are excluded until the end of the first implementation period, except for monitoring and reporting.

    What companies should do

    • Confirm your installation's category based on its annual emissions.
    • Start the Monitoring Methodology Plan, which defines sub-installation boundaries and activity level data, immediately; the deadline is short and, even with an extension, the workload is high.
    • Build the 30 April reporting and November surrender deadlines into your budget and procurement plans.
    • Keep your emissions per product data consistent with your CBAM declarations.
