TSRS 2 greenhouse gas disclosures updated: ISSB amendments reach Türkiye

The amendments to TSRS 2 simplify Scope 3 Category 15 disclosures for financial institutions and add flexibility on industry classification and GWP values.

    What happened

A Board Decision of 22 July 2026 by the Public Oversight, Accounting and Auditing Standards Authority (KGK) was published in Official Gazette No. 33323 of 28 July 2026. The decision aligns TSRS 2 "Climate-related Disclosures", part of the Turkish Sustainability Reporting Standards (TSRS), with the targeted amendments the International Sustainability Standards Board (ISSB) made to IFRS S2 in December 2025.

    Main changes:

    • Financed emissions: For asset management, commercial banking and insurance activities, the Scope 3 Category 15 disclosure can focus on financed emissions attributed to investee companies, loans and investments. Emissions related to derivatives can be excluded, provided the company discloses which items it treats as derivatives.
    • Disaggregation: Financial institutions disclose the Category 15 total and the financed emissions subtotal within it; commercial banking and insurance companies disclose gross financed emissions broken down by Scope 1, 2 and 3.
    • Classification: The requirement to use the Global Industry Classification Standard (GICS) has been removed; another classification that provides useful information on transition risk can be used.
    • GWP values: If a regulator or stock exchange requires different global warming potential (GWP) values, those values can be used for the relevant part.

The amendments are mandatory for reporting periods beginning on or after 1 January 2027; earlier application is permitted.

    Who is affected

The most direct impact is on banks, insurers and portfolio management companies: the ability to limit Category 15 to financed emissions makes one of the hardest disclosures in practice more manageable. Companies in the real economy are affected indirectly, as banks may request Scope 1 and 2 data from clients more systematically to calculate financed emissions. The GWP flexibility reduces consistency problems for groups reporting in several jurisdictions.

    What companies should do

    • Financial institutions: document your Category 15 boundary, your definition of derivatives and your industry classification; if you have already applied IFRS S2, comparative information may need to be restated.
    • Real economy companies: prepare verified Scope 1 and 2 data that you can provide to your bank.
    • Everyone: state the GWP source (IPCC report version) clearly in your inventory.
