KGK extends TSRS transition reliefs to the 2026 reporting period

2026 sustainability reports may follow financial reports; the climate-only relief stays open only to companies that used it before.

    What happened

The Public Oversight, Accounting and Auditing Standards Authority (KGK, Kamu Gözetimi, Muhasebe ve Denetim Standartları Kurumu) clarified how the Turkish Sustainability Reporting Standards (TSRS, aligned with the ISSB standards) apply in the 2026 reporting period through two Board Decisions dated 19 October 2026. The decisions were published in the Official Gazette on 22 October 2026 (No. 33408).

Under the decision on transition reliefs:

    • Timing of reporting (TSRS 1, paragraph E4): All entities may publish their sustainability reports for 2026 at a later date than the related financial reports.
    • Climate first (TSRS 1, paragraph E5): In 2026, the relief allowing TSRS 1 to be applied only to the TSRS 2 climate disclosures is available only to entities that used it in previous reporting periods.
    • Comparative information: Entities that continue to use the E5 relief in 2026 will also not have to disclose comparative information on sustainability risks and opportunities other than climate in their 2027 reports.

The decisions do not remove the reporting obligation; they govern the timing of disclosures and their scope during the transition.

A second decision published the same day removed the provision that made reporting on Scope 3 greenhouse gas emissions optional for banks and non-bank financial institutions with no more than 1 branch or 250 employees. The change applies to reporting periods beginning on or after 1 January 2026.

    Who is affected

Companies that remain within TSRS scope under the size thresholds. Entities that started by reporting on climate only can continue that approach in 2026; entities that have not used this relief before will not be able to use it in 2026. Small banks and financial institutions should reassess their position on Scope 3 disclosures against the text of the new decision.

    What companies should do

    • Check whether your previous reports used the E5 relief; the scope of your 2026 report depends on it.
    • If you will publish the report after your financial reports, plan the assurance engagement timeline accordingly.
    • Use the extra time to reflect the greenhouse gas amendments made to TSRS 2 in July 2026 in your inventory.
    • Financial institutions should bring forward their Scope 3 data collection infrastructure, including financed emissions.
