TR ETS pilot procedures published: activity level report timeline set

The procedures define sub-installations, benchmark values, the timeline for Monitoring Methodology Plans and Activity Level Reports, and the 2027 surrender date.

    What happened

On 1 October 2026, Türkiye's Climate Change Presidency published the procedures and principles for the pilot implementation period of the Turkish Emissions Trading System (TR ETS). The text was approved by an official approval (Olur) dated 30 September 2026 and puts the Carbon Market Board's pilot period decisions into practice.

    Main provisions of the document:

    • Scope: Electricity generation by fuel combustion at installations with a total rated thermal input of 20 MW or more; coke production; activities related to iron and steel and aluminium production; clinker production above a certain capacity; nitric acid and ammonia production. Installations classified as Category B or C under their approved monitoring plan are in scope.
    • 2026 system year: Reporting obligation only; no surrender obligation arises, apart from the voluntary complementary allowance price mechanism.
    • 2027 system year: Allowances corresponding to verified emissions must be surrendered by the last working day of November 2028. Free allocation is 100 percent under the benchmark method.
    • New documents: Installations prepare a Monitoring Methodology Plan (MMP; İMP in Turkish) to monitor sub-installations and activity levels, and submit a verified Activity Level Report (ALR; FSR in Turkish) for each system year.
    • Activity Level Report timeline: Verified reports for 2026 are due by 30 April 2027, and those for 2027 by 30 April 2028.
    • Power plants: Installations with an electricity sub-installation must also prepare and have verified separate MMPs and Activity Level Reports for 2023, 2024 and 2025; the deadline for these reports is 30 June 2027.
    • Validity of allowances: Allowances issued in the pilot period can be used only for pilot period obligations; any unmet obligation is carried over to the first year of the first implementation period.

    Who is affected

Electricity, cement, iron and steel, aluminium and fertiliser installations within the pilot scope, and their verification bodies. Because total emissions in the Activity Level Report must match the verified emissions report, consistency between the two reports will be the focus of verification. The workload rises markedly for electricity producers that must prepare reports for the past three years.

    What companies should do

    • Clarify the breakdown of sub-installations (product, heat, fuel, process emissions) and map meters and data flows accordingly.
    • Track the deadline for submitting the MMP to the Presidency; it was extended on 14 October 2026 (details).
    • Plan the 2026 site visit and verification of past-year Activity Level Reports together with your verifier.
