TR ETS: Monitoring Methodology Plan deadline extended to 27 January 2027

The deadline for pilot installations' first Monitoring Methodology Plans is now 27 January 2027; the extension covers only the plan submission.

    What happened

In an announcement on 14 October 2026, Türkiye's Climate Change Presidency extended to 27 January 2027 the deadline for operators in the pilot implementation period of the Turkish Emissions Trading System (TR ETS) to submit their first Monitoring Methodology Plans (MMP; İMP in Turkish). The extension was approved by an official approval (Olur) dated 13 October 2026.

The legal basis is provisional Article 3 of the TR ETS Regulation. This article requires operators in the pilot period to submit their first MMPs within two months of 27 August 2026, when the regulation entered into force, and authorises the Presidency to extend this period to up to six months. Using this power, the Presidency granted roughly three months of extra time.

The MMP is the document that defines an installation's sub-installations, sub-installation boundaries, activity levels and how emissions attributed to sub-installations will be monitored. Under the pilot period procedures and principles, the Activity Level Reports (ALR; FSR in Turkish) to be prepared for each system year are based on this plan and form the basis for calculating free allocation.

    Who is affected

Category B and C installations in the electricity generation, cement, iron and steel, aluminium and fertiliser sectors in the pilot period. The announcement covers only the MMP submission deadline. It contains no change to the other dates set in the procedures and principles (30 April 2027 for verified Activity Level Reports for 2026, 30 June 2027 for the 2023-2025 Activity Level Reports of electricity sub-installations, and surrender in November 2028 for 2027 emissions).

    What companies should do

    • Use the extra time to improve the quality of the plan: if sub-installation boundaries and data sources are changed later, the approval process starts again.
    • Base the MMP on the same data flows as your verified emissions report; total emissions in the Activity Level Report must match the emissions report.
    • 2026 data is being collected now; start keeping meter, production and stock records by sub-installation even before the plan is approved.
    • Discuss the timeline for verifying your Activity Level Reports with your verification body now.
