What happened
The Türkiye Green Taxonomy Regulation was published in Official Gazette No. 33380 of 24 September 2026 and entered into force. The regulation rests on the mandate to establish a taxonomy given to the Climate Change Presidency by the Climate Law and was prepared under Türkiye's 2021 Green Deal Action Plan.
According to the Presidency's announcement:
- Scope: The technical screening criteria cover 16 sectors and 137 economic activities. Unlike the EU Taxonomy, agriculture and tourism are included. The technical screening criteria are published on the Presidency's website.
- Six environmental objectives: Climate change mitigation, climate change adaptation, sustainable use of water and marine resources, transition to a circular economy, pollution prevention and control, and protection of biodiversity and ecosystems.
- Alignment conditions: To be considered taxonomy-aligned, an activity must make a substantial contribution to at least one objective, do no significant harm to the other objectives and meet minimum social safeguards.
- Reporting: Non-financial companies may report using templates to be set by the Presidency. For financial institutions such as banks, insurers and brokerage firms, reporting is mandatory from 1 January 2029; details will be set by the Capital Markets Board (SPK), the Banking Regulation and Supervision Agency (BDDK) and the Insurance and Private Pension Regulation and Supervision Agency (SEDDK). Financial institutions will be able to request reporting from companies under the regulation.
The regulation also defines greenwashing.
Who is affected
Although reporting is voluntary for the real economy at first, the impact will come through financing. Companies seeking green loans, sustainability-linked loans or green bonds can expect to be asked for data showing that the financed activity is taxonomy-aligned. Companies planning investments in covered sectors such as energy, manufacturing, construction, agriculture and tourism may gain an advantage in accessing finance if they design their projects around the technical screening criteria.
What companies should do
- Map your activities against the list of 137 activities and identify which revenue, capital expenditure and operating expenditure may be eligible.
- Since the substantial contribution and do-no-significant-harm tests are carried out against the technical screening criteria, review the criteria on the Presidency's website and build reliable product- and facility-level greenhouse gas data.
- Prepare a taxonomy alignment summary for use in financing discussions.
